HumaniTech Partners with ARMAC to Launch Groundbreaking Victim Assistance Network (VAN) Management Information System
PHNOM PENH, CAMBODIA – August 27, 2025 – HumaniTech Pte Ltd, a leader in ethical technology solutions, today announced the successful delivery and implementation of the Victim Assistance Network (VAN) Management Information System (MIS) to the ASEAN Regional Mine Action Center (ARMAC). This milestone, supported by the ASEAN-Korea Cooperation Fund (AKCF), marks a significant leap forward in transforming how Southeast Asia addresses the long-term needs of mine and explosive remnants of war (ERW) survivors.
ARMAC Dashboards
The ARMAC VAN MIS, developed by HumaniTech, is a pioneering digital infrastructure designed to consolidate victim assistance knowledge, enable cross-country learning among ASEAN Member States (AMS), and transform data into strategic intelligence for policymakers and practitioners. Unlike conventional information repositories, the VAN is envisioned as a living system, bridging the gap between policy and practice and amplifying ASEAN's collective progress in mine action.
Key functions of the VAN platform include:
Information Hub: Serving as a central resource for ASEAN stakeholders, donors, and partners.
Document Repository: Housing regional tools, guidelines, and deliverables from Phase I.
Communication Channel: Facilitating exchange and updates among AMS focal points.
Visibility Platform: Demonstrating ASEAN and AKCF's sustained commitment to mine action and survivor assistance.
The platform is powered by industry leading software ArcGIS Hub Premium and ArcGIS Online, ensuring a secure, scalable, and web-based environment compatible with both desktop and mobile devices. Its architecture combines a comprehensive Document Repository, Interactive Dashboards for visualizing progress, and Analytical & Discovery Tools with smart filters and geospatial mapping.
As part of the delivery, HumaniTech conducted a two-hour training session for ARMAC staff members at ARMAC's headquarters. The training covered both front-end system usage and back-end management, with topics ranging from system security and login to managing repository processes and updating web applications. The trainees, despite not having IT, GIS, or IM backgrounds, showed strong engagement and grasped the main concepts, with HumaniTech providing ongoing technical support for this initial handover stage.
Phase I, completed in 2025, successfully activated the repository with initial materials from Cambodia, Vietnam, Lao PDR, Thailand, and Myanmar, deployed dashboards showcasing national and regional progress, and transitioned ownership to trained ARMAC staff. The VAN's impact extends to AMS governments, donors, practitioners, and survivors, ensuring needs are systematically captured, monitored, and addressed.
